A recent version of Booklog sets a default (Maintenance >> Store >> Defaults) to ignore tax assessed on out-of-state mail orders. This can cause problems for customers who have placed orders in the past (and have a customer tax-rate of NONE), but are requesting in-state shipping on a current order.
If you uncheck this box, you will be able to process the Mail Order with the proper in-state tax rate:
